Holland Conservation Commission
Minutes of Commission meeting held on October 25, 2011.
Present: Nathan Gumlaw, Chairperson, Patricia Caron, Mary Lovett, Marianne Martone and James Wettlaufer. Absent: Marcia Beal
Chairperson called the meeting to order. The minutes of October 11, 2011 were read and accepted and will be distributed.

We received from JMP, Environmental Consulting, Inc. in behalf of New England Land and Lumber (NELL) a request for a 1 year extension to the Order of Resource Area Delineation for the project at Mashapaug Rd., DEP File #184-D001 that was originally issued on November 1, 2005.
Members signed the following:
1 – The Extension Permit for Orders of Conditions for Michael Bergeron, DEP File #184-D001;
2 – Order of Conditions for Karen Drudi, DEP File #184-0267;
3 – Order of Conditions for Leslie Germaine, DEP File #184-0270;
4 – Amended Order of Conditions for Robert Phelps, DEP File #184-0256;
5 – Order of Conditions for Ronald LaPierre, DEP File #184-0268;
6 – Determination of Applicability for Frances Rourke;
7 – Certificate of Compliance for Arthur Marsh, DEP File #184-0249 – Site visit done 10-17-11.
Nathan Gumlaw showed us pictures of his site visit at 55 Union Rd. The conditions he viewed were as described in the letter sent to the Board of Health and cc’d to the Conservation Commission on September 21, 2011. We are still awaiting guidance from the Select board.
7:30 p.m. The scheduled Public Hearing for a Notice of Intent for Michael Thibeault to repair his failed mortared lakefront wall was held. No abutters came. Mr. Thibeault plans on breaking up the mortared stones and placing them in Gabions (wire mesh basket) and placing them in the same location of the old wall. Following discussion, Mary Lovett made a motion to accept the project, seconded by Marianne Martone and all were in favor of closing the Hearing at 7:55 p.m.
8:00 p.m. David Buccelli of DB Tree presented Procedure Sheet #1481 for Mr. and Mrs. Puziak of 264 Mashapaug Rd., Map R-08-A-04 to cut 7 large pine trees that have died. Having seen these trees, Nathan Gumlaw signed the Procedure Sheet with the condition that the roots remain. Mr. Buccelli also presented Procedure Sheet #1482 for Lana and Mike Cotton of 59 Island Rd., Map R-11-B-07 to cut 7 dying trees. Having seen these trees, Nathan Gumlaw signed the Procedure Sheet with the condition that the roots remain.
8:10 p.m. The scheduled Public Hearing of a Notice of Intent for Raymond LaBonte of 137 Mashapaug Rd., Map R-26-B-01 to demolish and rebuild house was held. No abutters came. Keith Terry of Sherman & Frydryk, Land Surveyor and Engineering presented the project. Following discussion, Nathan Gumlaw made a motion to accept the project, seconded by Mary Lovett and all were in favor of closing the Hearing at 8:25 p.m.
8:30 p.m. The scheduled Public Hearing of a Notice of Intent for Thomas Sargent of 25 Hamilton Dr., Map R-41-B-63 to repair his Versa-Lok segmented lakefront retaining wall was held. No abutters came. Michael Thibeault of DBA Landscape Evolution was present and will install a new retaining wall using Techo-Bloc which weight 100 lb. each. Following discussion, Nathan Gumlaw made a motion to accept the project, seconded by Marianne Martone and all were in favor of closing the Hearing at 8:45 p.m.
8:50 p.m. Mark Farrell of Green Hill Engineering gave us:
1 – a Request for Determination of Applicability for Edward Cusson of 10 Blodgett Rd., Map R-20-C-11 to repair a septic system.
2 – A Notice of Intent for Siobhan Caswell-Gladas of 27 Lee Ave., Map R-28-C-5 to drill a new well.
3 – A Notice of Intent for Pauline Frederick of 7 Massaconnic Tr., Map R-7-A-12 to repair a lakefront wall.
The Public Hearings will be scheduled as follows if approved by the Petitioners.
